Draining the River - what will they find?

That'll be why some of the restaurant menus are changing.

Sounds a bit like Epcot, where their restaurants serve fish which have been breeded at 'Living With the Land'.

The same goes for a fair amount of the vegetables served in the various parks.
The Living with the Land greenhouses are quite extensive, and very productive (did a behind the scenes tour in May, there's more than you'd think).

Probably a massive amount of small animals that live in the water and are gonna die because of the draining. Also a lot of seaweed.
If I just think about how many there are in our small pond in the garden which "developed" on their own...

November is early...and cold. I would have thought they'd wait through winter in order not to risk any pipes freezing or being damaged by frozen water

Once they've drained the river they don't have to worry about frozen pipes... I guess... ;)
