You  can use Donalds Desk the same as the annual passport office, but Donalds Desk is not open all the time, only on bussy days. Bureau Donald (or Donalds Desk) is on the very right side of the Disneyland Hotel, where the guest relations office and the Entrace for the magic hours is.

And you know when the parks get full (Which they did almost everyday on my last visit) They give priority to Disney Hotel Residents (Which i was last year), but do you get priority as an AP Dream holder too?

How is it working if you already have tickets and want to buy an annual passport?

We have tickets for the 14 and the 17 of June because it's included in our bustrip to DLPR. But we want to buy fantasy annual passports at Disneyland. Can we get any discount for our tickets that are dated if we go to the annual passport office to buy annual passports? Or is our dated tickets "wasted"?

if there is a value on the ticket then you can normally use it, if its a ticket that came with a package these usually dont have a price printed on the back - hope that makes sense

if your tickets are part of your Disney hotel package, no, you get no discount for them when you buy an annual pass (they will have "forfait" or "0.00" on them). if you bought your park tickets separately, or if the tickets have a price value on the back of them, you will usually get one day's park ticket price discount when you exchange them at the AP office for an annual pass.

dont forget, once you buy your annuall passports they will be the ordinary ticket, that gives you one day free in the park so you can access the passport office and get your plastic annuall pass with your photo...  but you can also send the ordinary ticket by post with photos and a filled application, you have 3 months to do this..(maybe even 6) its on the ticket, we did this 2 years ago, when they were giving 5 tickets for the price of 4(family package they call it, but you have to ask)we took the fith one home for a friend who was visiting at christmas, he sent it off photos form etc, was with him within 2 weeks. so if you have you tickets already with your tour, keep it until your ready to visit again, so you dont waste any of your year.. if your coming back to DLRP within 3 months, just use the tickets, and go to the passport office, full year from that date..

My friend and I are Annual Pass Dream holders and visiting this July. We have a non pass holder friends coming with us for 2 or 3 days in our 8 day trip!
I know you can get 20% off one day tickets for your non AP friends, but what about 2/3 day park hopper tickets?
Also would she be allowed to come have EMA with us? Or not? if not would a nice cast member turn a blind eye and let her through perhaps!?? THANKS

its just off the day tickets - if you are going weekdays only then grab a francillien park hopper they are loads cheaper

Every individual's onsite hotel ID card or Dream Annual Pass is checked by a CM at the entrance, before you reach the turnstiles for EMH. So no, with a normal park ticket and not staying onsite or at the L'Elysee Val D'Europe, your friend won't get into the park for EMH I'm afraid.
