It's been taken down as they have changed the entrance and exit locations at Disney Village. Where the sign was previous they were using it as an exit but have since change it again I believe.
It may return when they make a permeant entrance and exit but no one really knows whats happening with the village at the moment.
In regards to cost cutting, Disneyland Paris are doing the exact opposite at the moment, since the recapitalisation in January they are committed to spending more money on refurbishing the entire park and enhancing attractions and bringing new shows.
