You can have any level of meal plan you want if you're paying full price for it.   So you can stay in Santa Fe but have a Premium Meal plan if you want to pay the full price of what it costs.  The restrictions on upgrading are because you are getting the half board free as part of the offer.  You either have the free offer which is given at the standard level or you don't.  There's no paying extra and upgrading.  But you can buy a Plus or Premium meal plan if you want, they will just charge you full price.

I totally agree, there HAS to be a better way to do things that gives greater flexibility to guests whilst still being profitable for them.
