I am not sure, but I sure hope they do not simply just add more buses. Also, it would be great if Davy Crockett did get transport again, there are no guarantees though.

Maybe they could use something similar to that vehicle in Heathrow Airport; similar to the WED movers.

Where would the money come from? Not going to happen in PAris. WDW have never expanded, and Tokyo only did because legally they have to charge a fare.

Isn't the monorail in Tokyo operated like a public transport system? I think the Japanese law requires them to operate it that way. Isn't there also a special law in France that applied for for the DL Railroad? I know that a law is the reason why TDL doesn't have a railroad that circles around the park. There the traihas only one station and so it is not required to charge the guests.

I am not sure about Paris (other than the fact the land around railways are public property and railways are state run???). But yes, a train with multiple stations is subject  to railway regulation and taxation, hence why it is a ride in Tokyo, and the monorail is a real public transport service with tickets.

I think I read somewhere that the French railway company SNCF had to look at the railroad and had to provide Disneyland with railroad signs and traffic lights, otherwise they wouldn't have allowed them to operate the railroad.

I suppose it would be fun but at the same time the 2 parks are walking distance away.  It sounds like a kind of good idea though.
