I've used Disney Dining before at WDW so knew I had to take advantage at my next Paris visit.

I've got Half Board Plus but looking at the menus I wouldn't mind visiting counter services. Can I use the vouchers towards counter service menus item(s)/set menus as they do seem to be a lower value than the Plus set menus at the listed restaurants and buffets?

Yes, you can use your vouchers for any meal but the cast members will find it odd because you're losing money buying a menu priced at a lower value than your vouchers.
