Does anyone know whats happening here.It seems they are putting railings all around the roof of the BL building(Constellations).Im not sure but a great idea would be for Pizza Planet to be up there with terrace dining.(or were they there all the time and I never noticed them).It seems to make no sence to have railings if no one can go up.

Probably safety railings for the maintenance crews.  They installed those on Billy Bobs too last week.

Might just be purely cosmetic. I think they look quite good.

They just seem too expensive (Brass) for the maintenance crews and why now no one has fallen off all this time and they seem to go over the whole building.

They look expensive because they have to blend in with the rest of the building, of course.  It's probably something the union has demanded, or maybe even French regulators.
