yes you can go out onto the balcony and walk around, not a lot of space if a few people outside at the same time.
Also there is the sleeping knight inside the gallery if you listen you'll hear him snoring.

You can still get on the train,  just the Main St and Discoveryland stations are closed.

One other thing I'd like to add - exploration of the hotels. Across two trips I've spent 9 nights in the Santa Fe hotel and only yesterday did I spot the big volcano model near La Cantina! We also explored Cheyenne and had a Drink in Sequoia Lodge this time and the theming is so great in each, but especially walking around the Cheyenne. It's like an attraction in itself!
