Is it possible to use any of the meal plans if you are staying at one of Disney's partner hotels?

No you can only get the meal plans if staying on site, not at the partner hotels

do they give you meal vouchers for breakfast too?
we have booked Premium Half Board but staying in Santa Fe, i just wondered if its possible to go to Inventions for breakfast with these vouchers? would i need to pay extra?
