Are there characters to do meet and greets during EMH, or do the characters start appearing after 10am when the park officially opens. Also if they are there, what characters is it likely to be?

In February 2016 there were characters meeting during EMH at Main Street Plaza. Chip and Dale were in the middle, Mickey and Minnie at Discovery Arcade and Goofy at Liberty Arcade. I passed by them at about 8.15am and there were already lines at each meet and greet.
From 10am, I saw Peter Pan and Wendy, Smee and Captain Hook, and Jafar in Adventureland.
I've just got back and in EMH there was goofy & Pluto (together), Minnie, chip & Dale & Mickey & Donald (together). They were all along Main Street. We had some brilliant character interactions. Mickey sat in my son's pushchair which he can't stop telling people about :D
For spring it has been;
Minnie in her spring outfit (at the boarding house)
Goofy in spring outfit and/or Pluto (at gazebo)
Chip and Dale (opposite Caseys Corner)
Mickey and Donald (outside Plaza Gardens)
Wasn't always just Minnie in her spring-outfit this season.
When I went in March it was Mickey & Minnie in regular outfits together during EMH.
There's always characters now (fab 5) during EMH.
As of 10 am the park opens, and you can have a look in the program for all the other meets around the park.
we also found loads of characters in EMH but just note that the professional photographers dont come until 10am! so we got really good photos on our card when we saw mickey and minnie but for chip and dale and donald we took them on our phones. to be honest i was really disappointed there was no photographer after buying the photopass card and this is when you really want professional photos!

I've been at opening at 8am, and some would have photographers, some wouldn't.
Has got nothing to do with 10am.

My mistake then, but while we were there we didnt see one photographer until 10am, that was back in Feb on two different occasions during EMH. Sorry if i got it wrong
It's like I say, it's either a hit or a miss, which is indeed a big shame, because the photo pass is quite an amount in the end.
When I went there was photographers with Minnie and Mickey and Donald from 8am.

i agree Nathalie, i was really disappointed that i couldnt use my card on all character opportunities. I dont think I would bother buying one again to be honest.
Yeah. I'm "lucky" enough to have a Dream AP, so I got the 1-year pass.
I've been 6 times since I bought it, and have about 300 pictures on it.
Now Swing into Spring is over the EMH Meet and Greets have tweaked slightly. So currently (Though this can change daily) it is:
Mickey and Minnie at the Boarding House
Donald at Town Square Gazebo
Chip n Dale opposite Casey's Corner
Goofy and Pluto opposite Plaza Gardens Restaurant.
