what is the earliest and latest time you can book breakfast ?

The two sittings are at 8:15 and 9:45.

No. I had to pay an extra £22 on top of our voucher for the two of us to do this.

Yes you can use your vouchers towards a character breakfast and just pay the extra on top.  How much it will be depends on the level of your dining plan.
