We have Premium meal vouchers.
We don't fancy what is on the premium menu but love the sound of food on the main menu.
Can I just conform that the California Grill is the same as any other restaurant and you can order off the main menus, use the voucher and pay the difference?

I've certainly done that on one occasion.
Admittedly, that was in 2014, but I think it's safe to assume that it hasn't changed.

As our kids are older, we are thinking of doing the whole thing and dressing up a bit for dinner. The across to Cafe Fantasia for cocktails/mocktails
Yes. We used Plus vouchers and paid the difference at California Grill earlier this year.

Keep in mind that dressing up isn't required, park casual will be just fine at the California Grill in DLP, you're free to dress nice if you like, but it isn't mandatory. This isn't WDW where they do have a little more demanding dress-code for guests at the top restaurants (especially at Victoria & Alberts).
We already have our "nice" outfits planned. Not overboard, but just enough to make it a bit of an occasion.
