I know you can book them online because that's what we did for our last visit, so I can guess they can be booked over the phone as well.

I don't know where you are from, I live in Italy and often other countries have better offers.
I phone the Italian call center (I use the Italian phone number, it's a number of Milan but the call is transferred in France) and I ask to book with the offer I want.
There's no problem at all. I give my address in Italy and on the booking confirmation are written both countries (for example for next May I have booked with the Irish offer and on the confirmation is written Italy - Ireland).
You can book through the web site too. Just leave the country as it is (it can't be changed). I prefer booking on the phone so I always ask if I can do that. I don't want to make anythingh I am not allowed to.

Yes this is absolutely fine. I have booked French and Irish offers whilst living in the UK. You can book online if you want as nothing is mailed to you these days.
