As the title says

We want to have a meal at the Cheyenne Hotel but we are not staying at any of the Disney hotels.

There are 2 options, depending on what you are doing that day.

1. Will you be at the parks that day and using the main Disneyland carpark? If so, then just get the free shuttle bus to and from Cheyanne Hotel

2. There is parking at the hotel. As you are eating in the hotel restaurant, you are a patron of the hotel and therefore you can use the hotel carpark.

If you are still unsure, give the restaurant reservations a call and confirm with them. I can't see the hotel having a problem with you parking in the guest car park when you have a restaurant reservation in the hotel.
